Requests to Access Information

A request for information concerns access to default public information that can be consulted at any time at city hall, on the municipality’s website or on its social networks (e.g. municipal bylaws in effect, broadcasts, activities, etc.).

Access Restrictions

The right of access to public documents is not unlimited. It is subject to a number of restrictions. The Access Act contains six categories of restrictions on access. They concern information which affects:

  • Intergovernmental relations;
  • Negotiations between public bodies;
  • Economic affairs;
  • The administration of justice and public safety;
  • Administrative or political decisions;
  • Auditing

If one or more of these restrictions apply to your request, the person responsible for providing access may, or in some cases must, refuse to grant you access to the document(s) you have requested in a written decision explaining your rights and options for contesting the decision.

LIMITED ACCESS

The person responsible for the access may authorize you to obtain certain information while limiting or excluding certain sections. The information on which the restrictions are based will then be removed or blacked out in order to respect your right of access while preserving and respecting confidentiality.

If you request access to a document that does not concern you, you must submit a power of attorney or a document attesting to your rights of access in and on behalf of that person (e.g. mandate, will, birth certificate, judgment, etc.).
