
Urban Plans
Urban plans are the planning documents that establish the guidelines for the spatial and physical organization of a municipality, while presenting an overall vision for the development of its territory.
It is the municipality’s most important official planning document. It contains the planning policies adopted by the municipal council, which will guide future decision-making.
It is a management tool that enables the municipal council to:
- Ensure a coherent approach to development, taking into account the possibilities and constraints of the natural and existing environment;
- Define policies for the implementation of equipment and infrastructure, taking into account the needs and finances of the municipality;
- Coordinate the actions and investments of the various municipal departments;
- Promote its vision of desired development to investors and other public and private development agents, and raise public awareness of development issues;
- Complete and specify the land use plans contained in the regional land use and development scheme
- Communicate its intentions regarding the control it may wish to introduce as part of urban planning by-laws.
Urban plans are concepts of spacial organization, schematically representing the main territorial components that play a structuring role in terms of development, in terms of development and planning stakes, guidelines and objectives, and the interrelationships between them.
